When adding new release set it status as Unstarted

Currently, when users are adding a release into the sprint, it’s automatically set into the “Started” state.

It would be much better for us to set it into the “Unstarted” state and update it into the “Started” state when we really want to.

Currently, with each new release, we need to change the state to “Unstarted”.
