Story history - Hover on date should display time + date

Currently, when we open the story history, there is a missing hover option on the term “a month ago.”

- When hovering over text “a month ago” it will be nice to have date and time displayed.

The reason for it is that currently, the term “a month ago” does not say as much as an explicit date.
