New label is created when creating a draft story not after

When user creating a story and adds a new label to the story f.e. with typo in it.

The user is unable to remove the incorrect label (Reported in different request).

Currently it looks like the label creation is included into database after pasting the label.
It will be great when the user wants to remove the label from the story remove the invalid label from the database.

So what im trying to say is move the creating a new label to database after user saving the story.
