"Label" bulk action is unusable with many labels in project

When I select stories in LiteTracker and click the “Label” bulk action in the header, it pops up a list of labels to choose from. But if there are more labels in the project than will fit on screen (15 on my screen), it’s not possible (or at the very least not intuitive) to select a label that’s not in the subset that appears on screen.

In this screenshot, the project has 17 labels (which is far fewer than most of my projects!), and only 15 are visible.

Also, in Pivotal Tracker the corresponding list has the labels already shared by all selected stories checked, and all labels applied to any selected story in a semi-checked state, so the user can add or remove labels:
