Cannot change directly on a Story

I’m looking at one of my stories and I can click the Start/Finish/Deliver button to change state. But I cannot change it directly with the drop-down button. Also, if I hover over where that drop-down button is, it gives me a crossed-out O cursor. See screenshot.

This sounds like this older bug that is supposedly deployed. But I go the bug today.
